What is war thunder

I'm wondering what exactly the blacklist feature in war thunder does. Does it merely mute people in chat from your perspective or does it stop the matchmaker from putting you in games with the people on your blacklist? Personally I hope it's the latter. Then I won't get put in games with the team killing swine that prompted this post.
